US National Oceanic and Atmospheric Administration is Hiring a Physical Scientist Near Cleveland, OH

Duties

As a Physical Scientist, you will perform the following duties:

  • Provide a focal point for coastal partner interaction at the regional, state, and local levels while serving as the senior agency official and topical expert for navigation services issues related to national and regional for National Oceanic and Atmospheric Administration (NOAA) Navigation Services and other coastal and ocean programs. Collaborate with stakeholders and serve as the primary liaison to the NOAA Navigation Services Division, other NOAA navigation managers, coastal managers, planners, educators, scientists, and other partners ensuring office goals align with broader agency goals - bringing regional strategic and policy perspectives to NOAA Coast Survey headquarters.
  • Process, analyze, and interpret scientific, oceanographic, or hydrographic survey data using common industry software from both NOAA and non-NOAA sources for nautical chart products to adhere to appropriate chart policy and resolve nautical charting inquiries and discrepancies related to the NOAA nautical chart suite.
  • Produce a variety of reporting products to present and visualize results from analysis of NOAA and non-NOAA data sources including cartographic, hydrographic, satellite derived, and Lidar products, charts, graphs, and related reports using geographic information system (GIS) software. Compose technical reports to present hydrographic or cartographic procedures and findings.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-4 is equivalent to the GS-13/14.

Salary ranges will vary based on the location:
Cleveland, OH: 108,003 - 165,918
Seattle, WA: 115,793 - 177,885

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one full year (52 weeks) of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:
To qualify for the 1301 series:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
AND
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-4 or GS-13:
SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Utilizing geographic information system (GIS) software and spatial analysis to develop tools and services for coastal, ocean, and atmospheric applications and resource management;
  • Developing and maintaining collaborative partnerships with both internal and external partners, including academia, government agencies, and the private sector, to establish and identify common goals and resolve coastal and ocean issues; and
  • Educating stakeholders on emerging technologies and their uses, and soliciting feedback on organization's navigation products and services from the maritime industry.

Education

  • Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
